Winter Fuel Payment eligibility changes for those living abroad

People living outside England, Wales, or Northern Ireland are no longer eligible for Winter Fuel Payment.
- Individuals living abroad are no longer eligible for Winter Fuel Payment if they reside outside England, Wales, or Northern Ireland.
- The claim form for Winter Fuel Payment for the EEA and Switzerland has been removed.
- The form to claim a Winter Fuel Payment for winter 2025 to 2026 will be available at a later date.
The Department for Work and Pensions (DWP) has confirmed that individuals living abroad are no longer eligible to receive Winter Fuel Payment if they usually reside outside England, Wales, or Northern Ireland. Consequently, the Winter Fuel Payment claim form for the EEA and Switzerland has been removed.
This change means that claims for winter 2024 to 2025 can no longer be made by those living in the EEA and Switzerland. The form to claim a Winter Fuel Payment for winter 2025 to 2026 is expected to be available at a later date.
What this means for you: If you live outside England, Wales, or Northern Ireland, you are no longer eligible for the Winter Fuel Payment.
