A woman who was drugged and raped from the age of 15 has spoken publicly for the first time about what she describes as police failures. Tina Duggan says these failures allowed her abuser to evade justice for more than 30 years.
Frederick Allchorne was jailed for 22 years in 2023 after admitting rape, administering drugs with intent, indecent assault, and bigamy offences against Ms Duggan. She had sought help from authorities during and after years of abuse, but states her allegations were not properly investigated.
The Metropolitan Police has since paid Ms Duggan compensation after settling a civil claim regarding its handling of her original complaint. The force acknowledged that more should have been done to protect her. The civil settlement, reached on 19 March, was made without any admission of liability.
A review by the Met's Directorate of Professional Standards examined its handling of three reports Ms Duggan made against Allchorne between 1991 and 2018, finding no misconduct by the officers involved. A spokesperson for the Met stated there had been "learnings for the Met" and that it has since changed how it investigates rape and sexual offences.
