Michael Bogle, 38, who has 100 convictions and has been jailed five times, reportedly turned to shoplifting to eat after becoming homeless. He told the Guardian that there was a risk he would shoplift again after his release from prison.
Pavan Dhaliwal, chief executive of Revolving Doors, highlighted that Bogle's story reflects a pattern of repeated contact with the criminal justice system for low-level offences. These are often driven by factors such as homelessness, addiction, poor mental health, poverty, and trauma.
Dhaliwal suggested that repeatedly imprisoning individuals without providing stable housing, treatment, and support upon release may not constitute an effective public safety strategy.
