The Ministry of Justice (MoJ) has announced the appointment of two experienced individuals to its Departmental Board, with Rob Whiteman CBE taking on the role of Lead Non-Executive Director and Justin Russell joining as a Non-Executive Director. These appointments, approved by the Deputy Prime Minister, Lord Chancellor, and Secretary of State for Justice, are set to bring significant external expertise and scrutiny to the department's strategic direction and operational performance.
Rob Whiteman CBE brings a wealth of experience from both the public and private sectors. He is currently the Chief Executive of the Chartered Institute of Public Finance and Accountancy (CIPFA), a position he has held since 2013. Prior to this, Whiteman served as Chief Executive of the UK Border Agency and held senior roles at the London Borough of Barking and Dagenham and the London Borough of Newham. His extensive background in public finance and large-scale public service delivery is expected to be invaluable in his new role at the MoJ.
Justin Russell also brings a strong track record of public service leadership. He previously served as His Majesty's Chief Inspector of Probation, a role from which he stepped down in December 2023. Before that, Russell held various senior positions within the Ministry of Justice itself, including Director General for Reducing Reoffending and Director of the National Offender Management Service (NOMS) in Wales. His deep understanding of the justice system, particularly in probation and offender management, will provide crucial insights to the board.
Non-executive directors play a vital role in government departments by providing independent challenge and advice to ministers and senior officials. They are responsible for scrutinising departmental performance, ensuring effective governance, and bringing an external perspective to strategic decision-making. Their presence is designed to enhance accountability and improve the efficiency and effectiveness of public services.
The MoJ Departmental Board is responsible for overseeing the department's strategy, performance, and financial management. The addition of Whiteman and Russell is intended to strengthen the board's capacity for robust oversight, particularly as the Ministry navigates ongoing challenges related to court backlogs, prison capacity, and probation reforms. Their combined expertise in finance, public administration, and the justice system will be instrumental in guiding the department through its current priorities.
