VAR official Peter Bankes determined that Williams made contact with the ball with his arm as he covered his face, leading to the goal being ruled out. On-field referee Craig Pawson announced the decision, confirming a direct free-kick for Spurs.

The 0-0 draw at the City Ground means both Nottingham Forest and Tottenham are still searching for their first Premier League win of the season.
