Ofsted has today issued a further Welfare Requirements Notice (WRN) to Bright Horizons, setting out actions required to ensure consistent oversight of safeguarding concerns and risks. The notice addresses concerns about children’s safety and welfare, safeguarding policies and procedures, and staff supervision.
This follows an initial WRN served on 22 June, which required Bright Horizons to address identified safeguarding and welfare failures by 1 August 2026. Since then, Ofsted conducted monitoring inspections at 68 Bright Horizons nurseries, selected through risk-based analysis.
Inspectors found that while measurable progress has been made across the organisation, with significant resources invested in strengthening safeguarding, leadership, and training, breaches of requirements were identified at 39 settings. These breaches included significant weaknesses in safeguarding, leadership, and governance.
His Majesty’s Chief Inspector, Sir Martyn Oliver, stated that while there is evidence of improvement, work is still needed to ensure requirements are met consistently. Ofsted will continue to monitor Bright Horizons to ensure all actions are successfully completed.
