Two local authorities, Nuneaton and Bedworth Borough Council and Thanet District Council, have received a C3 consumer grade from the Regulator of Social Housing (RSH) in regulatory judgements published today, 30 September 2026.
RSH's inspection of Nuneaton and Bedworth Borough Council in Warwickshire identified serious failings in its delivery of consumer standards. The council needs significant improvement, particularly concerning repairs, health and safety, and its approach to transparency and accountability, including its communication of material issues to RSH.
Serious failings were also found at Thanet District Council in Kent regarding its delivery of consumer standards. Key issues include the quality and condition of homes and a lack of timely action to address anti-social behaviour. While the council met expectations in some areas, RSH noted weaknesses requiring further action.
Kate Dodsworth, RSH Deputy Chief Executive, stated that landlords are responsible for providing safe, decent homes and listening to residents. She added that inspections found serious failings impacting tenants, and RSH expects swift and sustained improvement where standards fall short.
In other judgements, Northamptonshire-based Greatwell Homes Ltd and Stockton-on-Tees-based North Star Housing Group received a C1 grade. Paragon Asra (PA) Housing Limited was upgraded to C1 from C2, having improved services for tenants, including repairs and planned maintenance. Five other landlords, including Cornwall Council, received a C2 grade.
