The Welsh government has announced plans to address transport bottlenecks, including potential closures of M4 junctions in Newport and the development of a new Menai Strait crossing.
Ministers are considering closing junction 27 (High Cross) and the east-facing slip roads at junction 26 (Malpas) and junction 25 (Caerleon), potentially by 2028. However, a review has cautioned that these closures could lead to increased congestion and noise on alternative routes.
An 18-month project will also begin, exploring various "roads-based" solutions for the M4, which could include a new motorway south of Newport or expanding the Brynglas Tunnels. The government has ruled out the previously proposed black route for the M4 Relief Road.
Development work for a third Menai crossing will recommence. Officials estimate this crossing could cost approximately £670m, with development taking up to two years and construction requiring at least eight to ten years.
Deputy Transport Minister Mark Hooper stated that potential junction closures offer some of the quickest opportunities to improve M4 traffic flow and resilience. Firm decisions on junction closures are pending further consideration of local road impact and discussions with Newport council.
