Social landlords' gas safety compliance falls despite rising tenant satisfaction

Only four in 10 English social landlords fully complied with gas safety checks in 2025/26, a decrease from the previous year. This comes despite an overall increase in tenant satisfaction with home safety and repairs.

Only four in 10 English social landlords, or 41.7%, reported full compliance with required gas safety checks in 2025/26. This figure represents a decrease from 56.9% in the previous year, according to early analysis of Tenant Satisfaction Measure (TSM) results by Housemark.
The decline in gas safety compliance occurred despite an increase in tenant satisfaction. The proportion of tenants who said their home was safe rose from 78.4% to 79.3%.
Overall tenant satisfaction also saw an increase, moving from 72.6% to 74.2%. Satisfaction with repairs improved from 73.6% to 76.2%, and satisfaction with the time taken to complete work increased from 69.4% to 73.2%.
Repairs backlogs reportedly fell by 8% compared with the previous year. However, complaint numbers increased, with Stage 1 complaints rising by 11.6% and Stage 2 complaints by 32.9%, though over 94% were handled within target timescales.
